Award was given to Mr. Rishi in seminar of "Individual Achievements in Economy and Social Spheres" at hotel Connaught  in New Delhi. The candidate was picked due to his initiative, creative thinking, innovation, and have gone beyond the normal bureaucratic boundaries.
